I am not a big bus fan, so if I were not going to have a car, the Skyliner would be very alluring to me. It will be very efficient for Epcot and DHS and you don't have to worry about cramming onto a bus with a bazillion other people. However, I wasn't impressed with the rooms at CBR. The renovated rooms at CSR look better. I felt like the rooms at CBR were dark, didn't care for the orange/tan scheme (I wish they had kept the previous brighter colors honestly), half our USB ports were no longer working, no storage under-bed, etc. They were perfectly serviceable and clean and our stay was totally fine, but prices at CBR are going up because of the Skyliner and to me, those rooms don't reflect an increase in price point. Maybe they will get a refurb soon (their last refurb was 2014/2015). Some people in a CBR FB group I'm in are paying almost $320/night at high season! But if you are just there to sleep and shower, it probably doesn't make much difference what color the room is. I really enjoyed the small footprint at POFQ and the theming of the buildings. I've never stayed at POR but we did walk there for dinner and I enjoyed the atmosphere there too.
So it kind of depends on what's important to you.... a lot of dining options at the resort? Probably CSR, there's the new tower with restaurant, the new restaurant over the water, etc. Small footprint/less walking? POFQ.... Boat ride to Disney Springs for dinner? POFQ or POR.... Skyliner access? CBR. If it were myself personally and I had a rental car, I'd choose CSR or POFQ (neither of which I can actually do IRL anymore because I have 3 kids). If I had no car, that's a toughie.
Or maybe I'd go crazy and do a split stay and stay CBR for my Epcot/DHS days and CSR for the others. Luggage transfer makes this relatively simple.
