Plus Dining - "some entrees may require a surcharge"

This phrase is in the disney pull-out in the NY Times Sunday travel section.
Is this new? I thought you could order any entree at participating restaurants?

The only instance I can think of would be at some of the restaurants (Capt. Jack's at DTD comes to mind), you can add a lobster tail onto your entree. You might have to pay extra for this.

The other explanation I could come up with is maybe some of the Epcot and DTD restaurants are thinking of coming on board with the plan, and they might stipulate that some entrees are extra. Pure speculation on my part, but it really would be great to have more places participate in the Plan. Even if there were a few restrictions, I'd be happy to see places like Teppenyaki, Marrakesh, and Alfredo's on the plan!
 
Do they still charge extra for crab legs at Cape May Cafe? I had dinner a few years ago and someone ordered the crab legs separate.
 
I agree with previous poster, I would love to see more Epcot restaurants added to the plan. IF this were the case, I too wouldn't mind paying a surcharge, since in the present plan, if we go to one of these non-participating restaurants, we will pay the entire bill. We probably will eat in Japan, as this is my husbands favorite and it is not a trip to Disney unless we do!
