To the op, I too am so sorry you had to witness that preventable event. Why is it we can't remember what we want to, but the other things never go away. You mentioned that you call 911 whenever you see another child not in his seat. Not only do I see a ton of children on laps, but I have lost count on how many times the cops drive on by like they didn't see a thing. While I think parents should take care of their children, when they don't someone should step in, but not here.
My husband is a police officer. This is the one thing he can't stand. If you're driving with a child that is not restrained, get ready for a really FAT ticket! Anything he can nail you with he will, and that's in addition to the HUGE SPEACH you're going to get from him!! He often says how he wishes he could ticket people for stupidity! DS3 just learned how to undue his buckles and straps on his car seat. DH pulled the car over and gave him a stern talking too that deffinitely got my attention!! It is our job to protect our children. But remember....children will learn by example. So not only buckle up your children......buckle up yourselves!!!!!
It was just past a merge point that we both drive by each day that I've thought is especially dangerous the way it's set right now due to construction. I'm seriously thinking about finding another way to get home.
