Located on Vineland just a few minutes from Downtown Disney, it is the best (IMHO) Disney outlet. I took a cab there during my NYE trip. From All-Star Movies to the outlet was approx. $20; returning, I asked to be dropped off at DTD (a lot closer) and it was approx. $10. If using a cab, I would suggest going to DTD and getting one from there.
You can also use the Orlando Bus system. The bus goes to the Ticket and Transportation Center; costs $1.25 each way (with one transfer). It is slower but certainly much cheaper.
As far as bargains, I usually look for womens golf attire and can find Disney merchandise about 20-30% off - during my NYE visit, they had the SAME merchandise at the outlet as they did in the pro shops on property. Lots of tee shirts, men's golf shirts, children's clothing, glassware, etc. The Orlando Premium Outlet is just that, 'premium' other outlets include Nike, Tommy H., Addias, etc. You can get a discount booklet for the stores at the information center in the food court. Here's the website:
