Please explain this BRP 60 day thing to me!

I haven't been to WDW since Nov. 2004 (with an AP rate), and I haven't been on the DIS in almost 2 yrs, so I'm not getting all this talk about getting a BRP and it's conecction with 60 days out. And how this effects you if you have an AP. WE will be getting a AP again before our next trip, so I'm curious what I'm up against in my quest for a low rate.
I feel like I'm missing some key information for this to make sense to me!
I've figured that BRP stands for Best Rate Possible. I'm hoping that I'm right, at least, about that. And that you need to have made your reservation at least 60 days prior to the BRP's being released to get one??? Is that right? Or am I off base??

As of this morning the program has been changed and you do not have to book 60 days out.

It's hard to keep up on what's going on since we let our AP's expire and did not renew knowing that we wouldn't be going back to WDW for over a years time.
