2 questions:

If I book at GCH and the price goes down, can I cancel and rebook or get the difference refunded?

Any insight on what might be down at the end of Feb?

This would be a once in a lifetime trip and just want to be sure I get the most out of it.

Are you referring to Feb 2018?
Disney has a special listed for those dates right now. It's been out since October.
When I have had a room booked and the rate went down, calling and asking the CM to make necessary changes has never been a problem.
