I have a daughter who is potty trained, and yet noverbal. I read the rules, and iI see nothing that says no children with special needs. My daughter is well behaved, lives Disney, however she would need took know where the bathroom is and iI could teach the CM the sign for toilet. Anyone know if there are restrictions?

I would not trust the mom panel 100%. They have give very wrong information in the pass and this is posted at the bottom of the first page.

As to whether or not they can accommodate children with special needs at PPZ, I think it depends on the child and the specific level of needs. Since your daughter is non-verbal, I would definitely plan to have that noted at the time you make the reservation. I would also recommend talking to someone specifically before arrival - they may be able to schedule a counselor to work that night who knows sign language. I don't know if they allow parents into the space at drop-off, but if so you could arrive a little early to make sure she knows where the bathroom is located. If not, make that a request that they show her where to find the bathroom and have her come back to tell you she found it before you leave the drop-off area.

I did the same thing one day. Then I got to looking at the the mom panel and saw how wrong they are quite often
