Pirates of the Carribbean refurb?

Originally, it was said that Disney was replacing the boats at POC and that why the refurb was going to be so long. Now I recently read that the boats weren't replaced. What did they do that took months to refurb then? Is the scenery changing?

My understanding is they did a lot of work on animatronics. I think there were some major sound issues that should be fixed also. We ought to find out later this week!
