I'm on the quest and its saying I have to go to the Grotto and find things, how do i get the pin to get into the water?

you have to complete the diving quest which can be found in the captains quest quarters in tomorrowland

ok i got the pin but i cant find the jewels. on the picture it shows that treasure box with bubbles coming out. is it in there?

I'm guessing here, but I think you are referring to the task hint where it seems like you have to dive into the Grotto.

You don't. You have to buy a Lumimere at Small World Imports. (He's also seen in the Grotto among the treasures.)
