LE means limited edition. Those are tradeable with CM's as long as they have the Disney stamp on the back.
Some people design their own pins which are LE's especially for attractions like the Haunted Mansion. Those are not tradeable.
Yes, CM's can say no to a trade if they already have the pin on their lanyard. Avoid buying a lot of the same pin. Be sure to say please and thank you. Do not interrupy CM's. If you really want something on a CM's lanyard, you can wait.
Just remember too, if you put junk on a CM's lanyard, that's all that will be on the lanyards.
