It's not my pic, but the frame is from the photopass site. when you have the photopass photographers take your pic during a party like that, there are special borders you can choose to put on your pictures.

That's exactly right. When you go to Mickey's Not So Scary you'll get a special photopass that can be added to the photopass you are using to combine them all together. With that special photopass you'll be granted access to special borders you can add to your photos.
