Is there a photopass photographer at the dinner for 1900 Park Fare?

Yes, out in the waiting area. You will pose for a group shot before heading in for your meal.

The only photographer there is one that will take a family portrait just outside the restaurant. There are no photo pass photographers inside the restaurant with the characters. You have to take your own pictures. This is the same for all character meals. (though not all character meals have the option for a family portrait before being seated).
