Photopass CD Preorder, only resort guest?

So this was they reply I received:



The pre-arrival savings offer is made available through the marketing
department of Disney Destinations. In order to receive this prepurchase
offer, the guest must meet the following guidelines:

-Have an upcoming reservation in a Walt Disney World Hotel

-Have their email address on file in the marketing database

-Have opted in to receive email from the Walt Disney World company

If you meet these requirements, you can expect to see this email about
30-45 days prior to your arrival. Once you have received this email,
you are within a safe time frame in which to make your prepurchase
without worry that your promotion code/s will expire.

*Please note that this link is only available for one pre-Purchase offer
and must be purchased prior to your arrival date as this directly linked
to your reservation. This link is non-transferrable. This offer will
expire at 11:59 PM the day prior to your arrival date.

If you do not receive this offer, it could be because your email address
is not on file and/or permission was not granted to send marketing
messages to you. Also, if you booked through a travel agent, we may not
have your email address in our database. The pre-arrival savings offer
is meant for guests who purchase before their trip.

If you have lost your offer, we regret that we are not able to replace
or extend this invitation as this offer is not sent out by
DisneyPhotoPass.com.



So, as I did meet all of their criteria, I looked for a 3rd time at my email trash. And I found what they constituted as a "link". The bottom of the email mentions Photopass, but dies not mention any discount. You HAVE to click on the link in order to have it even mentioned. Nice.
 
I emailed Disney Photopass and received the following reponse:

Greetings Don (thats me),
Thank you for your request for assistance.

If you would like to speak to one of our team members, you can reach us
at 407-560-4300. Our live hours are 9 a.m. until 1 p.m. eastern time,
seven days a week.

If you reach us after 1 p.m., please leave a message providing your
name, phone number, account sign-in information, PhotoPass ID's and a
summary of the issue you need assistance with.

Once you leave the information, one of our Cast Members will return your
call within 24-48 hours.

So I called, figuring I would get a code, well no code. They gave the
spiel about resort guest, no DVC yet, blah blah. The only thing I could get out of them was they are working on DVC and Travel Agent ressies and should have it working soon. If I call about 10 days before my trip and have not received a code they will give me one then. Gee thanks, why not tell me that in the email? Maybe they are bored and need more phone calls??
