I've never heard of being exempt from PE because of playing outside sports. I do not think that is an option where we live. On the surface, I am not against the idea. I don't think every athlete would try to be exempt. It's my experience, that most of the athletic kids I know love PE. I think it would be great, though, for those that did want the exemption. It would free up a class period for another subject or a much-needed study hall (to get school work done in school and free up the evening for their sport).
As an aside...my daugher was on the 5th/6th grade swim team last year. During the swim unit of PE, she was absent one day. She had to go in to school early to make up the PE swim class. I did want to say to the PE teacher/school, "Seriously!? She swims 4 days a week for the school swim team!! That's not enough to cover her make-up?"
