Definitely check his location, but our recent experience was that if it's raining, or has been raining, or looks like it's going to rain he won't be out. We tried to find him for 2 days at the MK on our trip and never found him. We probably checked a dozen times over the two days and my 5 year old twins very super disappointed, but there's always next trip. Good luck!
I recently discovered the insane following that Peter Pan at Disneyland has, and watched a few (ok, many) videos of his great interactions with guests! I'd love to meet him in Disney World...
i met pan in Fantasyland near philliarmagic - this was May 2011 though he may have moved by now, i heard people saying he moved to adventureland but in the spot where ariel meets? i would ask a CM for more info.

Not where Ariel is. Pan is usually before the bridge (Hub end), Ariel after it (Adventureland end). Ariel will be leaving that position for her new home when FLE opens.

When I was there in August, PP was on the train that did the morning show at the entrance (never saw him on there before...!) anyway, when I got to Casey's Corner, I heard someone coming up quickly behind me (figured someone was running for a fast pass or something)..but NO- It was Peter Pan skipping down the middle of Main Street. I was headed for PP fast passes. He went and stood next to the Bridge of Adventure land. I am not sure if that is an every day occurrence or not. Cinderella's Step Mom was also riding the Carousel that morning, and Alice was in the Tea Cups. I am not sure if that happens all the time or not either in the morning.
Dang.. now that I think about it- I should have headed to the Pirates to see if Captain Jack was riding
We were there a few weeks ago and my son was dressed as Peter Pan and my daughter as Tink. We watched the parade from main street and then shared a hotdog at Casey's and then started towards Peter. By the time we got there, his line was closed. I was SOOO bummed because of course I wanted my son's pictures with Peter while he was in costume.
Make sure if he is a priority to get there well before 4:00!! I will never make that mistake again. Especially on our last day and last chance to get the picture!
Not the best picture, but the sun was in their eyes.
Any time you are in search of a specific character, stop into a gift shop or anywhere the CMs have access to a phone. Ask them to call the character hotline and find out where they will be. They have the most up to date info.
A couple years ago my daughter went to BBB dressed as Tiana and we wanted photos with her before changing. Yet she was nowhere to be found. It was a very cold morning but it didn't occur to me that might change her meet spot. So we stopped into the Christmas shop in Liberty Square and they were able to help us. Turns out they had moved her indoors in Adventureland because of the cold. We would have NEVER found her if we hadn't asked. We would have given up.
