Peter Pan and service dogs

I have read on the Disney website that service dogs are not allowed on Peter Pan because it is a suspended ride, yet I've seen youtube videos where people HAVE taken them on.

Is this because the rule changed at some point? Or is it at the castmember's discretion?

I have seen the CM /owner creat there dogs. They might let a small dog on the ride but it is higher up in the air and there is nothing keeping the dog from jumping out
