I know dogs need to be placed in a kennel while visiting DVC properties. Does the same hold true for cats and birds (small caged variety) or are they permitted in the units?
 
Sorry, all animals need to be boarded at one of the WDW kennels. There are facilities at each park and one at Fort Wilderness.

I'm not sure if there are nearby pet facilities at Vero Beach and Hilton Head. I know that there are no on-site pet facilities at those resorts.
 
We have used the facility at Fort Wilderness and it is very good. My wife saw several cats being kept at this facility. The DVC documents have strict rules on no pets in several places in the documents. The only exception would be service animals as required by the ADA.
 
The only place I know pets are allowed is in your own camping unit while staying at Ft. Wilderness. Even then, you must be camping in one of the "Pet Loops" that are specific for that purpose. And as expected, pets must be on a lease at all times.
 

No pets on resort property, not just in the units. Only exception is for pet walks from the Boating slips at HH and even that is questionable.
