If we are bringing our cat who will never leave the motorhome, do we have to be in a pretty loop or is that just for dogs / pets who will be outside?

Ps - IIRC it's a whole $5 a day for a pet fee extra. Is that going to be a financial burden? Or can you tell us why you deserve special consideration....
Your cat is a pet that should stay in a pet loop per the rules. Here is a Fort map with the pet loops indicated.

- All pets must be kept on a handheld leash that is 8 feet or shorter or confined in the interior of the owner’s climate-controlled personal recreational vehicle. Pets are not permitted in tents and pop-up campers.
As Denise said, though, I would certainly call the Fort and let them make the call. It's my understanding that ANY loop could end up as a Pet Friendly Loop depending upon the current demand/needs, so the bigger issue is the $5/day fee.
I would be prepared to be in a (typical) pet friendly loop and to pay the fee. If, however, with your conversation with the CMs, they allow otherwise, then, so much the better for you.
