Pepper Market 10% Gratuity

So I've read several places that when you at the Pepper Market a 10% gratuity is automatically added. Does anyone know why this is? And I also had a question about the DDXP with this. If I have the DDXP do I still have to pay that 10% out of pocket?

The Pepper Market is not a Disney-owned restaurant, so they set their own rules...and since you do have a "server" as such, they expect you to tip the server. At the Pepper Market, the server brings your beverage, napkins, flatware and refills as well as clears your table as you finish. That's what the 10% gratuity is for.

If you are on any of the dining plans you will have to pay this, and all other gratuities, out of pocket. The only gratuity that is covered by dining plans is Cinderella's Table and the dinner shows like Hoop De Doo.

There is a sticky all about tipping at the top of the restaurant board...this thread will probably be closed due to the rules.
