Penalty fee if you don't cancel ADRs in time?

Hi all,

Someone I know just made an advanced dining reservation for on of the character breakfasts, and was told that if she wanted to cancel, she had to cancel 48 hours ahead of time or else her credit card would be charged 10 dollars!?!?!?!

Since when has this policy been in place?

I assume and understand that if this is true, it is to prevent holding multiple bookings at the same time. Just as has been discussed regarding online ADRs. Any thoughts?

There are several locations that do require a cc for a guarantee. It's been that way for quite a while.
