He will get the idea and so will his mom.

You really have to be careful. If the mother is crazy enough to let a child that young roam free after dark, she may be crazy enough to blame you if something happens to him. Flase accusations can happen. I would not let that child back into my house. You need to CYA and let the proper authorities handle it. You are a mandate reporter.....neglect needs to be reported.
