My situation - I bought an item for $115.00, which turned out to be an obvious scam. I had paid through Paypal with $25.00 that was saved in my Paypal account, and $98.00 from my credit card. Once I learned I was scammed I filed a dispute with Paypal. Paypal's policy is to give the seller 10 days to respond, so after about the 5th day I got nervous and contacted my credit card company. They did a chargeback for the $98.00 that had been put on my credit card. Once I did that, Paypal immediately closed my dispute (without refunding my $25.00). I contacted them about the $25.00 and this is my reply...
So - I'm sure this is my fault for not reading through all the details of their dispute policy, and I do feel lucky that I am only out $25.00 - but I did want to warn others not to make this same mistake.

When you file a dispute/claim with PayPal we will do an investigation, and
when it's decided in your favor, we will issue you a full refund. This
