PayPal refunds when you get a deadbeat seller question!

I haave had the worst experience on ebay. I bought an item which totaled with shipping and optional insurance about $92. I had questions before bidding and he was so quick to answer. I paid immediately then no shipment. I finally got an email that the item had been returned to him by the post office and he would resend it if that was okay. Then NOTHING. No shipping notice(not the first time either) no responses to my question of where is my item since it was stated to ship Priority Mail I knew it would arrive. After a reasonable amount of time I filed with PayPal for a refund. I am in the 10 day period and PP says if they don't respond they refund. What if this loser has emptied his PP account....do they grab it out of his checking account or charge it to a credit card on file?

The whole auction looks suspicious now. People with zero or 1 feedback were bidding it up in random patterns. I thought they were just stupid. Now I look at his closed auctions and ALL of them have bidding with 0 feedback seeming to drive up the price. Is his using dummy acccounts to maximize profits or are there that many people just registering to bid on one item only to disappear forever?

Surprisingly, the guy's feedback is pretty good. A few negatives but not a bad rating. Sadly, I have less than 100 in numbers but all are positive. The retalitory negative towards me will hurt me a lot more than his deserved one will hurt him.
 
I would suggest you go into the eBay help system and look up their policy on "shill bidding". Then report this person to eBay throught their reporting system, including, if possible the Uder IDs of the other bidders.

Also file a report under PayPay, giving the same information and start the procedure for a refund.
 
I wouldn't worry so much about your negative as a buyer. Negatives really hurt sellers much more than buyers. If the seller has no money in their paypal account, paypal will still attempt to get you your money (but they cannot take it out of his/her checking account). If you paid by credit card, I suggest contacting your bank immediately to begin the chargeback process. If you did not pay by credit card, ebay has buyer protection. If you file, you will receive a refund, less a $25.00 processing fee. Good luck!
 
I paid with a credit card, but do I let the 10 day course happen with PP before I call my credit card company?

I just might investigate the shill bidding thing. It didn't occur to me at the time, but since ALL the auctions look just like that I think something is up.

Will I eventually get my money back....if not from PP from the credit card company(Disney Visa, wishing now I'd used the LL Bean one because they are so good in situations where a problem arises.)

How does the CC charge it against the seller if PP was a middle man? While I want my money back I want it from HIM not the credit card company.
 

You should go through the paypal buyer complaint process first before contacting your credit card company. Here are the steps you should take:

1) File Buyer Complaint through paypal - Item not received reason.
2) Allow Paypal to investigate. If they do not receive the response from the seller, you will get a refund (if funds are available from seller).
3) If paypal is unable to recover the funds, contact your credit card company (the cc might want you to wait 30 days before filing)
4) Sometimes, if paypal is unable to recover the funds from the seller, the Ebay buyer protection will automatically kick in (refund, less $25.00). If this happens, you will still be able to contact your credit card company and do a chargeback for the $25.00 not recovered.

Don't worry. The seller will not get away with it. Paypal sends these types of situations to collections agencies. The agencies are very aggressive in trying to recover the funds. Additionally, if you do a chargeback, the seller will be charged a $10.00 chargeback fee, which is never refundable. Good luck!
