Is any other state like this were you can't use a learners permit to get a passport I have to get a state ID and it is all because it took one bad apple I am guessing. Because according to my wonderful state you don't have to prove who you are to get a learners permit

AFAIK in NY learner's permits, licenses and Non-Driver State IDs are all treated the same.

Also I don't think you can't have both a State ID and a learner's permit. it's one or the other

You can't use a learner's permit as your citizenship-proving document to get a passport in ANY state. The reason is that non-citizens like foreign students, green card holders, and foreign workers on temporary work permits can get a driver's license. But only US citizens are eligible for a US passport.

When you apply for a passport, it's not enough to have ID proving who you are. You also have to prove that you are a US citizen. If you were born in the US, your birth certificate proves citizenship.

I thought she meant in addition to a birth certificate to prove your identity. Not just a learner's permit by itself.
