We have a party of 6, 3 adults, 2 children, and 1 2-year old.

1) When booking reservations, do we reserve for 5 or 6 given that the 2-year old won't be purchasing a meal? May seem like a strange question, but thought it may be easier to find a table for fewer people.

2) When using the dining plan (and maybe otherwise as well, not sure), they automatically include a tip if there are 6 guests. So again, does the 2-year old count given she won't be ordering anything?

You need to include everyone on your reservations regardless of how young they are because the restaurant needs to stay within the fire and safety code capacity.

The service charge is based on the number of people in the party, not the number eating. There's a tip sticky at the top of the dining board that explains this.
 
There are six people in your party. Reserve your table for six. Requesting a table for 5 may leave you with too little room for the little person who still needs a seat. The fire code person count is a good point too.
