Parks opening - who gets left out?

Who would be at risk for not getting admission into the parks given capacity controls that would be expected ?

- Guest with onsite resort stays? No chance
- DVC members - same as category above
- AP Holders ? Yes but how? People have terms and conditions which come with the ticket - how could Disney limit this?
- Everyone else - Given the above , not sure how Disney could prevent ANYONE from coming other than halting new ticket sales , and even if they did that would that even be noticeable - thoughts ?

I agree with what you are saying but I think it is important to remember the bubble we are in on the DIS. We all love Disney and are among the ones who will go back first but in the real world COVID scared/scares a lot of people and hurt many financially. Will be interesting to see how it plays out.
