At WDW, some Disney Characters can talk to you, and others cannot. What is the determining factor?

Granny - I would imagine it would depend on whether their head is inside a Giant head or not!

1Hour...you are exactly correct! There are two kinds of Characters....costumed and "face" characters. The costumed ones (Mickey, Minnie, Chip & Dale, etc) can only mime. The face ones (Cinderella, Aladdin, etc) can interact with guests verbally.
