Parks at capacity question

I have heard that an advantage of stayin onsite, is that once the main parks (MK, Epcot, etc.) get full you can still get in. Does that also apply to the water parks. When we to DW last time-about 6 years ago, we would hit a park in the am, and then would head over to a water park in the afternoon. We never had a problem w/them being full, but Ive seen alot of posts here about them reaching capacity early.
 
I really don't know if this hold true. I was told the same thing when I booked my New Years 2000 trip, but then it was crazy that morning.

We where told we must get to a park before capacity and then we can leave and come back. Staying on grounds did not guarentee admission. We found this out after MK and Epcot where already a capacity at 7:30am and we were denied access to those parks.


Play everything on the safe side and go early to the parks early on your trip.
 
On Thursday, 7/24 we tried to use our UPH to enter both BB and TL at about 11am and were refused entry because both water parks were full. They were turning everyone arriving by automobile away regardless of the type of ticket you held. Buses were allowed to unload their passengers, and some people were parking cars in the grass before the entry to the parking lot and were allowed to walk in across the parking lot. The manager at the GF said that the water parks should not have refused anyone with a UPH but that he could only guarantee entry if we went by resort bus. We watched several buses unload people at both water parks while we tried to convince the CM to let us enter.
