I have always been under the impression that DVC members can park for free property wide when staying on points. If we drive to DS or BB before checking in to our resort do we need to pay to park?

DH says yes, I say no. Who is right?
 
You don’t have to pay for parking anywhere on property during the day, accept the parks if you’re not DVC or AP. Parking fees are typically only given when parking at a resort overnight, and even then it depends on the resort you’re staying at and what benefits you have.
 
DVC owners get overnight parking when staying at a DVC resort, Parking at theme parks is a perk for being an onsite guest, and not related to being DVC at all..

Any charge for parking at DS or BB..though I don’t think there is…would apply to DVC owners as well.
 
If you stay on property anywhere, you don't pay to park at the parks.

If you have a reservation paid with points, you don't pay to park at the resort.

DS parking is free for everyone.

If you stay at any resort (including DVC) and pay cash, you pay to park at the resort even if you are a DVC member.

If you stay offsite you pay to park at the parks, unless you have an AP.

To clarify, owners staying at a DVC resort on cash do not pay for parking. Sometimes you need to go to the front desk, but they will remove it.

Really? Good to know. I though paying cash one would be like any other guest regardless of status.

It's a nice gesture from Disney, they could ask the parking fee to a member staying on cash. The law prohibits to ask to pay for a service that is already paid for with the dues (like the parking lot). However a member contributes to the parking lot upkeep proportionally to the number of points they own. When paying cash, they're not contributing for that portion of the stay, so they could be asked to pay. Good they don't.

FYI it's the same (no parking charge) when staying at a DVC resort no matter how you pay. DH and I had a night at RIV when it first opened, paid for with CC reward points. Of course they charged us for parking, but as soon as we notified the front desk that we were DVC members, they took it off.
