I am looking at staying offsite for the first time and looking at doing a throwaway room at one of the campsites. Will i get the free parking at the parks for the check in and check out day since i have a disney reservation? Also do you have to go check in to the campsites to get the parking pass or do they scan your magic band?

You will get free parking for both days. No need to check in, they can simply scan your band.

So I wont' have my band until I go to Pop late in the day. I will have a hard ticket from the day before at Disney Springs. Will they scan my Hard ticket to see I have a reservation that night at Pop? We are going to Epcot at rope drop.

If the ticket is connected to your MDX account, I don't know why the ticket would be any different than a MB in accessing all MDX info.

There is nothing "on" a MagicBand and nothing "on" a ticket.
Both just access the MDX account info.

If you are concerned that they won't be able to see your reservation on your ticket, save a screen capture of your reservation to your phone or print a hard copy to have as backup. 99.9% of the time it won't be needed, but it will keep you from feeling stressed about it. It's really no different than when they gave out parking passes at the resort, and people went to the park before they checked in and got the parking pass. And if worse comes to worse and for some reason you do have to pay, take it up with the resort when you check in and I am sure they will make it right.
