it was not my dh who has the badge but my father in law. he was not driving, but he went in with my dh with his blue badge, his passport and the address of our villa. the only issue they had was knowing which county(if that is right) and zipcode the villa was in - it was cleer creek which was all we knew. they were ok and found the info for him.
$15 later we had the red thing to hang from the mirror when we parked.
as i've said previously we were not about to argue with a law enforcement officer who could if he wanted shoot us. $15 was not excessive and if we could park freely without fear of a ticket then that's what we decided to do.
obviously this was just our experience and others have not had to pay. our experience though had not only the officer inform us of the permit but also the virgin rep told us we would not be able to use disabled spaces at malls without the permit. we could use our badge in disney or universal she said but the permit was needed for other spaces.
