We are staying off property. If we were to book a chef mickey's res, do we need to pay for parking for just an hour or so while we eat?

No. Go to the CR & tell the parking guard you have a dining reservation. They may ask for the reservation number or they may not. They are supposed to allow you three hours of parking.
