Parking at resorts for meals

We always use Disney transportation, but my friend wants to know...How does it work if you are staying off property but want to go eat dinner at a resort? Is it free parking? Is there anything special one needs to do?
 
Just tell the CM manning the booth that you are there for dinner. He may or may not issue you a two hour parking pass. Regardless, WDW has no problem with people shopping, dining, or just checking their resorts out and will let you park for a couple hours for free. What you can not do, is park at a resort and then go to a park, to get out of paying the parking fee charged at the parks. Resort parking are for people using the amenities of that resort. You can't use their pool, but are welcome to shop, eat, and just look around.
 
Normally you may park for free at a resort to eat there and/or just visit and view decor.

When you are ready to leave the resort you must drive your car away.

At various sometimes random times, different resort parking lots may go into different "levels of closure" when overt restrictions are told to you by the parking lot entrance guard.
