Do you need to purchase park tickets to purchase the DDP? Or is just being a resort guest enough?

With two exceptions, yes.

Guests wishing to participate in the/any Dining Plan can only get it as part of a Magic Your Way package including room and the same park passes for all persons on the reservation/in the room.

Exceptions:
- Guests who have an Annual Pass can book an Annual Pass Magic Your Way package and include the/a Dining Plan without additional ticket purchase.
- Guests staying at Disney Vacation Club properties using DVC points (vs. cash) can purchase the/any Dining Plan with no ticket purchase requirement.
