No, if you have base tickets you may only go to one park per day. You may go and then leave and come back later, but need the hopper to visit any other park.

It's because they actually designed the pricing of MYW (Magic YOUR Way) tickets to encourage guests to increase their number of days stay at WDW.
They drop the cost of a "day" very dramatically after the initial 4 days.
They want guests to stay at WDW for more days (and not visit other local parks.)
In most typical cases (4-6 day WDW vacation) if guests want to "hop" it's not very expensive (if averaged "per day") to buy the Hopper option.
In fact, if guests already have the Water Parks Fun and More option, adding the full Hopper to the entire
stay only costs $26 per ticket.
Averaging that price out to its full extent, the cost to have the potential to "Park hop" on any and all days of a 10-day theme park trip is just $2.60 per day.
