O parks open earlier than advertised and is there any way to tell when?

1. Many times they do.
It will mostly be at Epcot, DHS, and/or DAK.

2. Nope. Sorry.

The way to be ready to take advantage of these early gate openings is to be at the park gates
30-50 minutes before the posted opening times.
(At Christmastime, be at the Epcot gates 70 minutes, or so, before the posted 9am opening time.)

Even if they don't open very early that day, you'll be in a better position to get inside when the gates do open.
