Does this $89 per ticket allow you to hop from Universal to IOA within the same day?

If you are talking about the five consecutive day pass, yes it does.

I think all of the multi-day tickets allow for park-hopping...

Just make sure that you get your hand stamped when you're leaving the first park as a valid park ticket AND handstamp are required to re-enter that park, or to go to the other one.

They don't let you leave the gate without telling you that, I alway would leave USF to go to IOA at or 3pm and I would leave at the gate at Nickelodeon and they always said "wait, you'll need your hand stamped."

Just incase they don't, don't forget or you aren't coming back in.

All tickets except for 1 day/1 park tickets allow for park hopping. If you want to leave the park and come back later, remember to get a hand stamp.
