We were only going to Halloween party but 2 park hoppers fell into our lap so we're going to take advantage of it. if I go to hs first thing and use 2 fast passes can I make next one for Epcot? Or should I do Epcot at rope drop and save hs fast passes for tot and r and r. My evening just got busier lol!

You can only FP 1 park per day. I would FP the busier time. I.e. Don't FP rope drop.
 
You can only ADVANCE FP one park per day. Once you use those, you can make additional ones for another park, even before you leave the first park. So on one day we had 2 FPs for HS in the morning. Before we even left the park, we made another FP at Magic Kingdom for that afternoon.

And as to which you want to start with, it really all depends on what rides you want in each park. If you're trying to add an Epcot FP for Frozen or Soarin or Test Track, it may be difficult. Those disappear really quick.

With the new FP system (April 2016), you can book a FP for Park #1, enter the FP line and then immediately book FP #2 for a different park and then FP #3 for another park: technically have 2 more FPs in two different parks.

You cannot setup Fastpasses ahead of the day for more the one park. I've tried it. If the FAQ says you can the FAQ is incorrect. Yes, on the day you can use any of your first Fastpasses, then alter any remaining for any park you wish. However, the headliners will certainly have very limited availability following this strategy.

2. You no longer have to book three ahead of time. As hiro said, you can book one ahead of time, then while you're in the FP line, you can book one or two at another park.

Thanks for all the answers; after I read the stickies I gather that it's possible to do a fp for another park while I'm at first park. I also read that headliners might not have availability so any help would be appreciated...we are doing Epcot and hs so I planned to do Epcot rope drop and pre book at 30 days tot, r&r and star tours at hs for noonish. Rope drop at Epcot I would go to tt first and then soarin which doesn't seem as busy thanks to another track. Does anyone think I should fp tt first thing and then try to make fp for hs for tot & rrc when I check in at tt? If they're gone I won't have anything. I would love opinions!

I would FP Soarin' for 9:00a to ride after you rope drop TT and book RnRC and ToT as soon as you enter the Soarin' line. RnRC has been showing open slots throughout the day for "day of" FPs.

This will be October 18 or 19th so wont it be busier than it has been?
 
Can you do single rider at Test Track? Then you could easily RD Soarin', head to TT after that, and have your FPs for the afternoon at HS.
 
Single rider is usually much, much less than the regular line. We were there last week and did it a couple times. The longest wait was about 15 minutes and that's when the regular line was well over an hour.
