Park Hopper Question

Our travel agent ordered our 5 day PHs from wdw. I received them as ordered (2 adult Minnie cards & 1 child Goofy card) & they were glued onto the paper. There was a 4th Mickey card loose in the envelope, this card has a magnetic strip but doesn't have anything printed on it. Does anyone know what it is? My guess is that it was just a mistake. There is a phone number to call with questions, but I thought I'd try here first.
