yes, the last few (2-3?) years Park Hoppers are a requirement with Free Dining.

Hoppers enjoy the low crowd early park closings without sacrificing nite shows and hours. Not cheap and by no means necessary but since they came with a decent food package that did save us money, we'll take advantage.

For MK party season we can do a low-crowd 6pm MK closing and hop elsewhere that night, and we'll also enjoy the nite EMH and fireworks at MK after visiting AK with a 6pm closing that day. Hoppers definitely help us navigate our schedule around the lowest crowds.

Yes, you must include park hopper tickets in your package when making a free dining reservation. Last year the minimum ticket required was a four-day hopper.

Free Dining can be found on WDW site under Special Offers. If you book certain rooms on certain dates and add a hopper ticket for everyone in the room, then you can get free food.
