Parental Controls on Websites

What is the most effective and most inexpensive way to do this? My kids are 12 (today!) and 7 and we are going to add internet to their computers (that are in the living room) but want to be able to type in the specific websites that they are allowed to visit. I know there is a way to do this but do I need to buy separate software? Both computers will be connecting via a router so they don't have cable modems hooked directly to the computers.

Well.. If you have aol or msn they already have this but otherwise I dont know
