Do you pay $15 per ticket or per order for shipping???

Also, if I purchase the passes and decide not to go to WDW, could I pass them on? Can someone else validate and use them?

It is $15 per order.

The vouchers do not have a name on them so anyone could use them up until the point when you turn them in for a "real" pass.

Then they take your name and birthdate and when you first enter a park you have to scan your fingers. So no one else can use them.
