It seems the LX5 was a top choice for your low light and good video needs when it was introduced 2 years ago, continuing into the beginning of this year. Now there are newer cameras that are better (RX100, Nikon P7700, and the LX7 may or may not be better) but they are more expensive. The Canon s100 is in the same league as the LX5, but it has a slower lens at zoom.
Another option. Compact mirrorless interchangeable lens cameras also have new models out, and their older models have bigger sensors than the LX5 and are right in that price ballpark. The Sony NEX-5n body (same big size APSc sensor as most DSLr) can be had for near that price, but you need lens(s)
There are also some Olympus PEN camera kits in your price range.
