Pal Mickey for sale on ebay

I just noticed that there is a Pal Mickey for sale on ebay in the UK. I'm looking for a good cheap one here in the states, so this one won't work for me, but it's only going for $23 US . They are $65 at WDW and are selling for about $50 used here in the States.

Cool. So if you take it to WDW does it talk to you as you walk around? (how does this work?)
