Painting-like photos

Hi I saw this photo on the internet

The scenery itself is beautiful but i think the photographer had made the photo like a painting. Do you think he achieved by adjust the aperture/focus/exposure, or using software to make that effect after the photo was taken ?

If it's the first case, pls let me know how it could be done.

I think this is actually an example of a specific type of HDR, the Orton effect.

i'm not sure what that is but corel painter x allows you to pick up( clone) the colors from a photo but make them look like paint and it looks similar to that. you can determine how much or low little it looks like a photo. I have seen some with wedding photos that more resemble hand tinted photos while others are totally paint like...i have the software, just very slow at learning to use it if you have photoshop elements, it has a lot of artistic adjustments under the filters that let you do a little bit of that with watercolors, dry brush etc. you just don't have as much control as you do with painter x. since it just changes the whole photo with a click although you can adjust how much of an effect you want. Thanks for the link on the Orton effect. I think I'll play with that later with some pictures I took at the arboretum.
