Hi I saw this photo on the internet

The scenery itself is beautiful but i think the photographer had made the photo like a painting. Do you think he achieved by adjust the aperture/focus/exposure, or using software to make that effect after the photo was taken ?
If it's the first case, pls let me know how it could be done.

if you have photoshop elements, it has a lot of artistic adjustments under the filters that let you do a little bit of that with watercolors, dry brush etc. you just don't have as much control as you do with painter x. since it just changes the whole photo with a click although you can adjust how much of an effect you want. In painter x you use brushes and really paint it in how you want it..here is a link to the mag with examples, way way beyond anything i can even attempt to do
