Painting-like photos

Hi I saw this photo on the internet

The scenery itself is beautiful but i think the photographer had made the photo like a painting. Do you think he achieved by adjust the aperture/focus/exposure, or using software to make that effect after the photo was taken ?

If it's the first case, pls let me know how it could be done.

I think this is actually an example of a specific type of HDR, the Orton effect.
 
i'm not sure what that is but corel painter x allows you to pick up( clone) the colors from a photo but make them look like paint and it looks similar to that. you can determine how much or low little it looks like a photo. I have seen some with wedding photos that more resemble hand tinted photos while others are totally paint like...i have the software, just very slow at learning to use it;) if you have photoshop elements, it has a lot of artistic adjustments under the filters that let you do a little bit of that with watercolors, dry brush etc. you just don't have as much control as you do with painter x. since it just changes the whole photo with a click although you can adjust how much of an effect you want.
