Painting laminate-like surfaces?

Does anyone know any way to paint a laminate-like surface? I'm painting my kitchen table and chairs, and yesterday I started to sand the table surface. Well, my orbital sander made no difference on the table surface. I'm not sure if the table surface is laminate or just not-real-wood, but can I still paint it? If so, how?
 
I saw on Trading Spaces or House Invaders that there is a special
melamine paint. I'd suggest doing a search as I'm not sure where to buy it.

I painted my cheap dining room table since the wood laminate started to peel up. I bought a primer (I think it was Kilz primer) that covers everything from wood to metal and I think even plastic. I primed the table top, painted over it and sealed it with a varnish. It is still holding up after 4 years. Your local hardware/paint store will be able to help you.
