As @NAB pointed out, the vast majority of transactions here are electronic, so it matters very little. I don't miss pennies.

Then they are breaking the law. The rule is that it rounds down to X.X0 if it is X.X1 or X.X2 or up to X.X5 if it is X.X3 or X.X4. Similar for X.X6, X.X7, X.X8, and X.X9.

I've never once seen it rounded down, but I suppose that could be coincidence based on the final price never ending in .01 or .02. I practically never pay for anything with cash. In digital transactions, you pay whatever the exact price is.
