Outside rental scooters

If I rent a scooter from an outside company will I be able to ride my 5 yr old on it with me? Last year when we rented from Disney Epcot didn't have a problem with it but AK did, big time. I know we were breaking the rules...
 
When I rented a off site ECV[scooter] at Disneyland it was in the contract that you could Not let children ride in your lap or anywhere on the scooter as it was very dangerous!!

If the child needs to ride you will need to have a stroller
 
I'm surprised "Epcot didn't have a problem". The contract you sign when you rent clearly states that renters can't have anybody else on the ECV with them.
 
I'm also surprised that Ecpot didn't have a problem with it because I have seen CMs stop people many times at Ecpot and tell them the child could not be on the ECV.

The contracts for the offsite places also state that you agree to have no one under the age of 18 ride or operate the ECV and that only one person will be on the ECV.

It is very unsafe for a child to ride on someone's lap. I have seen little kids accidentally bump the arm of the driver and make them go off course. If you were to have an accident with the ECV, you would be liable for any damages or injuries because you were not following the safety rules that the contract laid out.
 

I saw many people riding with children on their laps as well as the children standing between the adult's legs and driving the ECV. A couple of the more outrageous things I saw was an older women trying to hold a newborn while driving and another had a young child "driving" the ECV while another child stood on the back and held on to the seat!
I needed to change out my ECV because of a minor problem. The Vendor met me at Animal Kingdom. He had just stopped someone who had a child on his lap and told him he couldn't do that. The rider said "I paid for this so I can do what ever I want." He was a bit shaken up when the vendor Identified himself and said he would confiscate the ECV if the child did not get off.
I did not see any CM speak to any WDW rentals that were flaunting the no extra rider rule.
