That's your opinion - Looking at the cut of the shirt, and the bralette underneath, the neck of the shirt is wide enough to slip down a shoulder and off a cup of the bra, and the bralette is cut to hit at nipple height. While in the photo her girls are sort of covered, it wouldn't take much for things to pop out.
You've certainly given this a lot of thought. Personally, I think it's a bit over the top for an amusement park security guard to do this thorough an assessment of neckline width, shoulder broadness, potential wardrobe malfunctions, undergarment cut and fit, and nipple placement for every patron.

And yes, of course my earlier comment was my opinion -- I even said as much right there in the sentence. Your comment was stated as though it was fact, a bit of insider information you knew that the rest of us didn't, which is why I asked where you got that information from.
 
In the picture inside the Ferris wheel you can completely see her bra. Not to be sleevy but it looks purple with a blue border and you can see her skin above and around it. On the boyfriend it doesn't look shear at all so maybe it's an issue in certain lights.

I think the issue with the shirt on her is that it is sheer and her bra was in a color that is high contrast to her darker skin tone so it really stood out through the shirt. The boyfriend wasn't wearing anything high contrast to his skin under the shirt so it did not appear sheer in the photo.

By this theory, I'd think a lot of us larger chested females would be wearing turtle necks out in public all the time because at any moment things might just pop out. At any moment the strap to a tank top could fall down and watch out...

You're not permitted to wear a bathing suit in the "regular" part of Six Flags, ONLY in the water park section (which is weird given the fact there are three rides in the "regular" section where you could get soaked). At least not the Six Flags here.

I bet that is how it is at our Six Flags. My last visit was probably over 10 years ago. I do have a photo of what I wore as I've been receiving emails probably monthly for the last 10 + years asking me to buy my photo, putting it on merch etc. I was wearing blue Adidas athletic shorts and a very tight fit tank top. Not see through but pretty tight!

I don't think we even went into the water park side.

Not to totally derail the thread but 2 years ago my boss and I were texting in a meeting and he was being sarcastic about something and I meant to text him "I want to like you right now but just can't" INSTEAD it autocorrected my typo to "I want to lick your right now but just can't". He gave me a crazy look and I reread it and then out loud in the meeting yelled NO! NO Damn autocorrect!

A while back, a friend of mine was texting a friend who worked for a competitor of her company. Nothing business-related, just social between friends. The friend's name was...let's say, Al -- and her boss' name was Allen. Text went to Allen, and she went elsewhere that very same day -- fired on the spot by her frightfully insecure boss.

Not sure what you meant by this. It's pretty obvious that her skin is dark and the bralette was light blue which would be high contract colors and therefore would stand out more.

Right...so I was wondering if it was the light blue bralette that the security guard found offensive...or her dark skin. Because when I look at the picture on the ferris wheel, I don't see even the slightest dress code violation. Her bra is a different color and shows through her shirt...so?

So in different lights, her shirt and bra are completely see through. And that shirt is showing plenty of boob, if her hair is off her chest and she leans forward the slightest bit? Yeah, everyone is getting a show.
 
My bra straps and sometimes even the top of my bra will show, depending on what shirt I'm wearing and if it has shifted at all since I put it on and got it situated. I'm 30 and I'm not interested in showing anything off. But sometimes a pink bra might show at the top of a v-neck black shirt; the horror! I guess that I wouldn't be welcome at Six Flags... that's fine, because Six Flags is not particularly fun and it's kind of dirty and meh. I've never had a problem at Disney World, Disneyland, or Busch Gardens. Not gonna apologize for the size of my chest and the fact that I need a larger and therefore more visable bra to contain it (I realize that the girl in the story was wearing a bralette, which is pretty much for the opposite chest situation, but still).
